Director of Bioinformatics and Information
Technology Senior technology and bioinformatics leader for the Foundation for
Blood Research. The lack of research grants led to a financial
situation that threatened to undercut our ability to maintain our environment
with up-to-date applications necessary for the facility to operate.
Innovative use of existing hardware, expanding the use of virtualization for
both servers and desktops, and upgrades to both server and desktop operating
systems allowed us to retire our Windows XP environment replacing it with
virtual desktops and upgrade our Windows 2003 servers to Windows 2013.
All servers and most desktops were maintained with the most current software
available…without capital expenditure Preservation Management (2010‐2012)
Technology Director Senior technology leader
for 15 state 90 location management organization. A poorly
organized department with no standards or documentation was transformed into a best‐practices, standards‐based environment. Network capacity and security were improved; a VOIP system
deployed, and site
access to corporate implemented via SSL‐ VPN connections using Cisco
ASA firewalls. A disaster recovery plan was
created and implemented. Both server and desktop
environments have been
virtualized utilizing Windows
HyperV and Terminal Services for some
office deployments, and Citrix
XenServer ‐ XenDesktop for a robust
solution supporting USB redirection allowing desktop applications access to USB input
devices such as scanners, card
readers, and cameras. SharePoint deployment is in
process allowing improved data access and security. Consultant (2008‐2010) Technology Consultant, Technology Educator Cisco, Microsoft, and security consulting and training at multiple training centers and facilities around the country. Recent work

rooms. Quincy Medical Center
Quincy, MA (2007
– 2008) Chief Information Officer Hired to provide
the vision and leadership for a major
technology upgrade following facility re‐capitalization funded
by a bond sale. While waiting for bond sale; · An immediate re‐engineering of the network eliminated design flaws that
caused a three
day network failure prior
to my arrival. Performance, stability, and security for
all network segments were achieved. ·
Meditech EMR and CPOE deployment resumed ·
A governance committee was established and a five
year technology project
plan was developed · Working with
applications vendors, a Proof‐of‐Concept confirmed the viability of cost
saving virtual deployments of both servers and desktops to support the major clinical application. The deployment improved both access and system reliability. ·Using cost
savings achieved by terminating maintenance contracts on old equipment and expensive line charges, both local and remote access
to applications were
completely overhauled migrating to new high performance thin clients, networked printers, and virtual
servers supported by broadband SSL VPN’s ·
The IT staff
became a customer support and service
focused team. Performance, security, access, customer perception, reliability, and user experience were improved. The migration was funded by the cost
savings generated by eliminating expensive legacy equipment and services with modern cost effective broadband SSL/VPN’s and new equipment. The ROI was less than
one year and savings of over ¼ million dollars the next two
years would continue funding replacement of the legacy equipment. Due to the failing bond market the re‐capitalization never
occurred, the projects cancelled, a major
workforce reduction and hospital wing closure followed, however; the major
improvements and blueprint for continued
improvement was created and recognized by the CIO Decisions Magazine with their 2008 Leadership Award. St. Joseph

compliance ·
Policies, procedures, and documentation were
created and Federal
and state privacy and security
compliance was achieved ·
A few
legacy applications grew
to hundreds of applications hosted on hundreds of physical and virtual servers funded
by reduced operating expense and improved productivity. · Created a strategic 5 year plan
that covered installation and implementation of ; New
Clinical Applications; Lab; Pharmacy; CPOE;
EMR An integrated RIS/PACS system New modalities and ancillary applications New Financial Applications ·
Created a centralized Microsoft SQL data warehouse from
data interfaced with
other data sources. This centralized repository allowed custom reports, queries, and dash-boards to be easily
created. ·Using SQL, SharePoint, and BizTalk, a management dashboard was created providing current financial and performance information. Built on data cubes,
dashboard KPI’s indicating current trends could
be drilled into allowing access to the underlying data.
Staff received Crystal Report training and could now easily access the SQL database improving productivity. Recognizing an innovative use of Microsoft solutions I was invited to a meeting with Microsoft CEO Steve Ballmer
to discuss the features and benefits received. ·
Legacy dumb terminals and aging PC’s were replaced with thin clients in a virtual desktop environment
supported by a Citrix server
farm deployed on VMware
virtual servers. ·
